Rwanda Speed Limits and Traffic Fines Every Driver Must Know

Speed limits and penalties are a core part of the Rwanda driving theory exam — and a daily reality after you get your license. Rwanda enforces its traffic rules strictly, and knowing them keeps both your money and your license safe. Here is what every driver must know.

Speed limits commonly enforced in Rwanda

Always obey the posted signs — they override any general rule. As a general framework:

  • Urban / built-up areas: around 40 km/h, and slower near schools, hospitals and markets.
  • Main roads outside towns: around 60 km/h for light vehicles.
  • Highways: up to around 80 km/h where signs allow it.
  • Motorcycles and some vehicle categories have their own lower limits.

Exact limits change from road to road — the exam expects you to read the sign, not memorise one number.

How traffic fines work

  • Fines scale with the violation: speeding well above the limit, drunk driving and ignoring injury-risk rules are treated far more seriously than minor issues.
  • Serious and repeat violations can lead to license suspension — not just a fine.
  • Speed cameras and traffic police operate on major roads; “I didn’t see the sign” is not a defence.

Rules that are strictly enforced

  • Drink driving — Rwanda enforces very strict limits; the safe answer is zero alcohol before driving.
  • Phone use — no handheld calls or texting while driving.
  • Seatbelts — driver and all passengers.
  • Motorcycle helmets — rider and passenger, always.
  • Overtaking — never over solid lines, junctions or where visibility is limited.
