Driving in Rwanda as a Tourist or Foreigner: Rules You Must Know

Rwanda is one of Africa’s easiest countries to drive in: clean roads, clear signage, disciplined traffic. But the rules are firmly enforced, and visitors get fined for things they never expected. Here is what a foreign driver needs to know before taking the wheel.

Can you drive with your foreign license?

• Short visits: an International Driving Permit (IDP) together with your national license is the safe standard — confirm the current requirement for your nationality with your rental company or local authorities before you arrive.

Renting a car: what to check

• Insurance coverage — what exactly is included, and your liability in case of damage.
• Vehicle condition — tires, spare wheel, jack, lights, before leaving the lot.
• Documents to keep in the car: rental contract, insurance papers, vehicle registration.
• Automatic vs. manual — manual dominates the local fleet; reserve an automatic in advance if you need one.

Road rules that surprise visitors

• Strict speed enforcement — cameras and police checks are common; limits are lower than most visitors expect (see our speed limits & fines guide).
• Zero-tolerance drink driving — one drink can cost you a fine, your license or worse.
• No phone at the wheel — hands-free only.
• Moto taxis everywhere — give them space; they stop suddenly and filter between lanes.
• Pedestrians and zebra crossings — you must stop; enforcement is real.

Practical driving tips for Rwanda

• Drive defensively in towns: motorcycles, bicycles and pedestrians share narrow spaces.
• Avoid night driving upcountry — unlit roads, pedestrians and livestock are hard to see.
• Rain turns some roads slippery fast — slow down immediately.
• In case of an accident: stop, call the police (112) and your rental company; do not leave the scene.
